Long-Term Care Ombudsman Program
The Older Americans Act funds the Long-Term Care Ombudsman Program through the Alameda County Area Agency on Aging (AAA). AAA has contracted with Ombudsman Services of Contra Costa, Solano and Alameda to provide Ombudsman services for Alameda County. The Ombudsman Program is a community resource serving the elderly in long-term care facilities, their families and caregivers. The Ombudsman's chief role is to ensure that residents of long-term care facilities are receiving the services to which they are entitled, including quality care. All services are free and confidential.
ROLE OF THE OMBUDSMAN IN LONG-TERM CARE FACILITIES
DIRECT SERVICES FOR RESIDENTS
Receive and resolve complaints, misunderstandings and grievances.
Monitor conditions of care.
Solve problems with meals, finances, abuse, medications, lack of activities, community resources, placements, theft of personal belongings, lack of quality care, residents' rights, consideration and treatment with dignity.
Witness Advance Health Care Directives.
DIRECT SERVICES FOR FAMILIES AND FRIENDS
Receive and resolve complaints.
Monitor conditions to insure quality care.
Assist in selecting long-term care and level of care.
Provide information on facilities including regulatory deficiencies and complaints to Ombudsman.

VOLUNTEER OPPORTUNITIES

You may have what it takes to be an Ombudsman if you: enjoy visiting elders, have 12 or more hours a month to volunteer (2+ hours/week), and are caring and compassionate, a good listener, highly observant, good at problem-solving, able to hold confidences securely, reliable, resourceful, a good negotiator, persistent and patient, unafraid of speaking out when something is not right--and able to persist until it is right.
Ombudsmen are trained and licensed through the State of California to ensure that the residents' rights are respected, that they are treated with dignity, and that they are cared for kindly and well.
What does an Ombudsman do?
Visits residents of long-term care facilities (nursing homes and residential care facilities) about once every week or two.
Listens to residents' concerns and problems while having a friendly visit.
Ensures that the residents' rights to self-determination are always respected.
Helps residents clarify their needs and advocates for themselves.
Assists the residents and staff in discovering resources and developing solutions to issues as they arise.
When necessary, reports violations to appropriate government authorities.
