SUBJECT: FY 2009-2010 MULTIDIMENSIONAL TREATMENT FOSTER CARE (MTFC) (Children & Family Services Department)


Today, November 20, 2009, Alameda County Social Services Agency (SSA), Children & Family Services Department, released a new request for proposals (RFP) for the procurement of the Multidimensional Treatment Foster Care (MTFC) program. Funding will be provided for a 12-month contract period with an initial 4-month period contract for an estimated start date of March 1, 2010 through June 30, 2010. Funding for the MTFC program will come directly from AFDC-FC ITFC youth placement rates (Aid to Families with Dependent Children, Intensive Treatment Foster Care) and mental health services from EPSDT Medi-Cal billing (Early Periodic Screening, Diagnosis and Treatment). The contract award is also contingent upon receipt, by Alameda County, of adequate Federal and State funding. Providers responding to this RFP must be a Foster Family Agency (FFA) with certified foster homes available for placement as well as a current Alameda County Behavioral Health Center (BHCS) provider able to bill EPSDT Medi-Cal. Community-Based Organizations and Public or Private, For-Profit or Non-Profit Agencies with experience are invited and encouraged to participate in this RFP process.

All organizations/agencies desiring to participate in this RFP process and submit a proposal are encouraged to attend one of two RFP BIDDERS’ CONFERENCES (see conference details below).
