Mission

The Department of Agency Administration and Finance of the Alameda County Social Services Agency is committed to providing employees and departments with resources and services which enable all to achieve the Agency's mission.

Director

Don Edwards is Assistant Director of Agency Administration and Finance.

Services

The Department provides operational support to the agency and ensures program integrity through the following services area:

Finance and Office Support is responsible for developing and administering the Agency's budget, preparing claims for reimbursement from funding sources, overseeing the distribution of assistance payments to clients, procurement, mailroom services, transcription, public service lines and records retention.

Information Services is responsible for developing, managing and maintaining the Agency's computer systems. This includes managing internet and intranet development, coordinating upgrades to the Agency's mainframe Case Data System with the Information Technology Department and end users, providing leadership in developing new systems such as CalWIN and EBT to support the Agency's mission and goals, and supporting the Agency's extensive network of PCs.

Human Resources is responsible for recruiting, testing and hiring Agency staff, providing leadership in labor relations, addressing matters of employee health and safety, payroll, and assisting employees with compensation and benefit matters.

Staff Development: Training and Consulting Team is responsible for developing, implementing and managing the Agency-wide staff development program, civil rights & diversity training, customer service training, health & safety training; computer training, new employee orientation, personal and professional development, supervisory management and leadership development.

Welfare Fraud Prevention Division responsible for preventing welfare fraud and monitoring program integrity. This includes Income and Eligibility Verification System (IEVS) Review and Overpayment/Overissuance processing, IEVS Investigations, Fraud Early Detection (FRED) Investigations, Appeals, and Appeals Compliance. These units reduce the incidence of fraud and protect the rights of clients.
